The Higher State College of Communications (the HSCCs with reference to below) was founded on May 11, 1993. It is a higher education
establishment of the Ministry of Communication and Information of the Republic of Belarus, financed by the national budget.
The teachingand laboratory base of the HSCCs is based in 3 buildings (2 of which are located in the city of Minsk and one is in the city of Vitebsk (the Vitebsk branch). Four student hostels, three canteens and three libraries with the total stock of more than 300 000
books are at students disposal. A laboratory base of the college includes
5 digital telephone exchanges, 28 computer classrooms (8 of which are placed in the Vitebsk branch). A part of these computer classes is connected to the Internet. The personal computers stock of the HSCCs amounts to 400.
The HSCCs incorporates 4 faculties. They are:
- the Economy and Post Faculty;
- the Electrical Communications Faculty;
- the Extra-Mural Faculty;
- the Postgraduate Courses;
- the Vocational-Technical Specialized School;
- the Vitebsk branch.
460 teachers from 10 departments located in the city of Minsk and from 8 branch departments located in the city of Vitebsk carry out training of specialists. There are 8 professors and 40 assistant professors in the HSCCs.
The faculty incorporates 4 departments:
- Organizing and Techniques of the Post Communications;
- Economy and Management;
- Information and Computer Engineering Techniques;
- The Humanities.
The training of specialists is carried out in the following
specialities and specializations:
- A specialized secondary level of education:
- Postal Communications, specializing in:
- "Organizing of Trade and Services at the Enterprises
of Postal Communications";
- " Exploitation and Maintenance of Information
Technological networks".
- The higher level of education:
- Postal Communications;
- Economy and Management at an Enterprise;
- Specializing in "Economy and Management at
an Enterprise of Communications";
- Marketing, specializing in "Marketing at an
Enterprise of Communications".
It comprises 5 departments:
- Telecommunications Systems;
- Radio Communications and Broadcasting;
- Software in Communications;
- Mathematics and Physics;
- Physical Education and Sports.
The training is implemented in the following specialities:
- The specialized secondary educational level:
- Telecommunications Networks, in speciality:
- "Technical Maintenance of the Telecommunication Networks";
- "Software Systems in Telecommunication Networks";
- "Linear-Cable Sites in Communications".
- The higher level of education:
- Telecommunication Networks, specializing in:
- "Technical Maintenance of Telecommunication Networks";
- "Software Systems in Telecommunication Networks".
At this faculty students on the basis of secondary specialized and higher education are trained.
It provides upgrading of managerial employees and specialists
in the field of communication. At this faculty for improving qualification
additional training of workers in the field of communication is provided.
At this stage both training in the main specialities (ATE maintenance,
optical fibre communications, etc.) and in the particular official categories
in the field of communication (directors, accountants, economists, employees
of personnel departments, etc) is organized.
The Postgraduate Faculty also incorporates the Regional
Study Center in Telecommunications established according to the TACIS international cooperation program. The center is equipped with modern digital ATE, computer classes, language laboratory, videoconference
system, local computer networks, welding equipment and fibre optical testing
equipment.
The faculty mentioned above also incorporates the branch
of the CISCO Academy, study centers of the corporation ZTE (China), the Open Stock Company "Svyazinvest", Ericson firms, Postgraduate Department.
It has been operating at the HSCCs since 1999 and has been
training cable-solderers for communication enterprises.
It trains specialists of the secondary specialized educational
level of the full-time and extra-mural form of education in the following
specialities:
- Telecommunication Networks specializing in:
- "Technical Maintenance of Telecommunication Networks";
- "Linear-Cable Sites in Communications".
- Postal Communication.
- Accounting and Bookkeeping, Analysis and Control.
The 2 and 3-level system of continuous integrated training
of specialists, providing the graduates with diploma after the completion
of each stage is implemented in the HSCCs.
The scope of knowledge of a high qualification specialist
is formed with account of his knowledge obtained at the level
of specialized secondary education.
The basis for implementing of integrated training
process includes educational plans of qualifications and curriculums
of disciplines.
At the specialized secondary level of education the training in some disciplines (mathematics, physics, descriptive geometry and computer graphics as well as in the theory of electrical circuits and the theory of electrical communications, etc.) is carried out in accordance with high school curriculums. This provides with the possibility to shorten the courses of higher education by one year and 10 months in comparison with that of a traditional training.
For leavers of vocational-technical educational establishments,
who obtained qualifications corresponding to those of the specialized secondary educational level of the college (an operator of the postal communications, cable-solderer) a shortened training course is implemented.
The enrolment into the HSCCs is carried out on the base
of a basic general education and a complete general secondary education
in accordance with standard regulations of the Ministry of Education
of the Republic of Belarus.
In order to train for a shortened course the leavers from corresponding vocational technical establishments of the Republic of Belarus as well as from the vocational-technical school of the HSCCs are admitted.
Students successfully completing specialized secondary courses
can in the light of their examination results enter either 3-year course
of the HSCCs or the Belarusian State University of Informatics and Radioelectronics.
